Is it possible to get a driver's license in a different state than where you got your learner's permit?

i go to school in pennsylvania but it's easier to get my permit in california

Yes, people move all the time and they can get a new drivers license for that state, in fact, your required to get a new license within 6 months.

Where are you from?  Wherever your state of residence is is where you need to get your permit and license.
