The only way to get a set that cheap would be to build it yourself - or find somebody willing to do it for you.  Even then, materials will run you about $40 minimum.

No, I don't think so.  There are hundreds of them on ebay, but all for at least $70.00, so it will be more than that when you pay the shipping costs.  Have a look at this link, and you might be able to make one.  It's not too complicated.
