Is it possible to get a passport if you have a felony on your record?

My fiance had a felony charge many years ago for offering a forged check. He is not on probation anymore and all fines are paid. Will he be able to get a passport so we can go on a honeymoon?

If all fees are paid and he is not on probation, if you can prove it, then he should be able to get it.
