Is it possible to get a shoplifting charge reduced?

My little brother got caught shoplifting from a department store. He has a court date in about a month, is it possible to get it dropped or reduced what are the odds of that in VA He just turned 18 and has prior record.How much will a lawyer cost and how do I find one?

I thought he's have the option of doing community service if it was the first time he's been sprung?

I thought it was just a fine anyway?
