Is it possible to get admission in US Universities (California State)without GRE/Toefl?

If you are from a country where English is not the primary language then you are required, by law, to take an english proficiency test, namely the TOEFL - this will not be waived.

If you are wanting to get onto a graduate program then you must satisfy the requirements for admission. If they state that you must take the GRE, then that is what you must do, again there will be no waiver of this requirement or any other.

You are not entitled to any special treatment.
