Is it possible to get financial aid from a US university without applying for an academic scholarship?

I wouldnt qualify for an academic scholarship and cannot afford to pay fees myself is there any university that gives financial aid purely because you cannot afford it?

Contact the university/college that you are interested and ask for a financial aid form - each institution has their own financial aid office and their own method of figuring out your assistance.  Start with the financial aid office and use the staff who are there to help!  Go to a bank directly as a last resort.
