No, I do not think so.  

All of the VoIP services that offer Phone-IN numbers do not have them available for Kuwait.  Sure, they have Call-OUT rates to Kuwait, but not Call-IN numbers in Kuwait that you can be called on.

Your best bet, if you want to "receive calls" using VoIP in Kuwait, is to subscribe to a VoIP service, such as InPhonex or CallCentric (links in my profile). Even if you get a USA/Canada DID phone number, your VoIP ATA box will still be able to receive the calls in Kuwait, if you have high-speed Internet service there.  If you don't want a USA/Canada DID (direct incoming dialing) phone number, InPhonex offers phone numbers in over 30 world-wide countries.

If you don't want to use an ATA VoIP device, you can still receive VoIP-IN calls on a configurable SIP soft-phone (such as X-Lite, or OpenWengo) that is configured for service with InPhonex, or CallCentric.

If the people calling you also have VoIP accounts with InPhonex or CallCentric, then all "In-network" calls are free...
