Yes you can.  Just make sure the requirements for the scholarship state that you have to be a freshman.

Definitely.  Just don't apply for any that require you to be a freshman.  There are tons out there for undergrads in general; talk to your financial aid department, they may have a list of resources and websites for you to look at.
