You will need an artificial light source.  Peppers are a very high light level plant and enjoy warm temperatures, (maybe warmer than you do), but yes it can be done.

I grow peppers in my greenhouses, it definitely can be done. I would recommend that you get a good sized container for bell peppers, at least 2-3 gallons, and get a good, well drained, well aerated soil mix, or better yet make your own. Drainage is key, standing water causes root rot.  Maintain a soil temperature of at least 75 degrees to germinate your seed, roots are sensitive, don't disturb them much.

Place the pot in an area with full sun, if you live north in winter you may want to get a supplemental light, but its not neccessary to purchase a large scale growing light, a small t12 fluorescent light should be enough as long as you  have the plants in a sunny spot, best is usually a south facing window. Dont' let it get much above 90 degrees for long, a good temp of about 80-85 will provide optimum growth, but even 75 degress will produce peppers.

I hand pollinate with a small fluffy paint brush, no pollination-no peppers.

You can have the peppers indoors since a lot of light and you must wets it in alternate days, the problem of the peppers is that you should reserve some for you replant her because peppers have to be replant annually, renew the soil of the vase.

Peppers plants are not perennial
