Is it possible to hack a WEP network without downloading a program to do it for you

I want to know if it is possible to hack a wep network without downloading a program like aircrack because i cant download anything because i dont have internet and then only one there is near where i am is a wep protected wireless network.

So if there is a way can you tell me how to do it.
