Yes it is. The trouble with them is that they are powered with ducted fans which are VERY NOISY INDEED!

You would not want your neigbours going to work each morning in these things, you will never get any peace at all.

Beside, Government restrictions on them would mean that you will have to have a private pilots licence to fly one, can you see the average Joe getting one of these? I can't.

It's called a plane. A prop plane's engine is very similar to a car's.

Not sure what you mean. People have already developed flying cars, they just aren't commerically viable yet.
