Is it possible to have two accounts on Ebay?

I'm helping someone take pictures of his stuff to sell on ebay, but he also wants me to find out some other stuff like if he can have two separate accounts, one for selling and one for buying rather than having just one where he does both. so can anyone tell me if he can have two different accounts?
