It depends on the local and state laws. But, it isn't called impeachment. It's called a recall election where the elected official faces a vote of the people as to whether he should continue in office. If the people vote him out, then they have to vote for a replacement. Although not a mayoral contest, the most famous recall election in  modern days was that of Governor Gray Davis of California who was voted out of office in the recall election and the people elected Arnold Schwarzenegger as the new Governor.
