  1. No. Mayors are not eligible for impeachment.

    Public officials such as Mayors and council people can be "recalled". Basically the same thing but a different process and procedures. Follow the LINK below as a starter. More articles are available if you want to do more research.

    Good luck on this uphill battle. Be passionate about it if you have evidence the recall is justified. Detroit is known for "city bosses" who have officials on their payrolls. Be careful. You may be the topic on the 6 o'clock news .... in a wrong way.

  4. It depends on the local and state laws. But, it isn't called impeachment. It's called a recall election where the elected official faces a vote of the people as to whether he should continue in office. If the people vote him out, then they have to vote for a replacement. Although not a mayoral contest, the most famous recall election in  modern days was that of Governor Gray Davis of California who was voted out of office in the recall election and the people elected Arnold Schwarzenegger as the new Governor.
