  1. There is an inhabited outpost there so you can live there. The surface is saturated in the summer because of water-retentive shales, but even then its underlian by impermeable permafrost. Man being what he is though we could dig tunnels there.

  2. You could live there but all your gear would have to be packed in.  The problem with tunnels in permafrost is that if they are warmer than freezing, the material in contact with the permanfrost will melt and things will shift a lot and water could seep in, ultimately causing collapse.  It's really ahrd to build anything lasting in permafrost.

  3. The ellef ringnes island is situated in the artic circle, so it's gonna get pretty god d**n cold. It is habitable but temperatures go up to - 40 degrees. There used to be a weather station there but was abandoned because they collected all the data they needed from there. If you were able to get there which is next to impossible, you would be able to live at the station. Of course you would have to think about food and so on. and yes, you would be able to dig underground tunnels but u could risk the chance of ur tunnels collapsing due to the amount of snow that would stack up.(snows a **** load there). to be honest there would be no way to get there, unless u took and unbreakable ship or sumthing
