  1. Yes, but purifying it is typically the biggest problem.

    Apple Cider Vinegar is a dilute solution of Acetic acid.  It contains more impurities than distilled (white) Vinegar.

    The Acetic acid would need to be titrated with Sodium hydroxide (lye) to give Sodium acetate:

    CH3COOH (aq) + NaOH (aq)  -->  CH3COONa (aq) + H2O

    The reaction mixture would then need to be treated with activated charcoal and filtered to remove most the impurities and concentrated to remove most of the excess water.

    Concentration can be done by allowing the water to evaporate or by boiling.  When most of the water is removed, the solution will begin to deposit crystals of Sodium acetate.

  2. One makes sodium acetate by simply mixing salt and vinegar.

    Apple Cider Vinegar is just cider with Mother of Vinegar left in it. Mother of Vinegar turns alcohol into acetic acid (or vinegar). Essentially it is the same thing as vinegar. The difference is that Mother of Vinegar isn't filtered out, giving it that distinctive brownish-yellow colour.

    My answer would be yes, you can. As stated above, just mix with regular table salt.

    NaCl + CH3COOH -> HCl + CH3COONa

    Sodium Chloride (salt) + Acetic Acid (vinegar) -> Hydrochloric Acid + Sodium Acetate
