I have a 2.5 gal mini bow heavily planted with no fish.  (:  You need to get a small light bulb that will support plant growth.  Judge the wattage by what plants you want.  Do your research.  If you just want plants and don;t really care what type get a pack of aquatic bulbs.  They are easy to grow.  You will still need a filter.  I add in some fish food, in a piece of pantyhose in the filter which will break down and feed your plants to make up for having no fish.  Do a 25% water change weekly and they should do ok.  The link is to a good forum with a planted tank section.  It is a good place, lots of nice people, just read alot of threads.  If you get easy plants, which is what you'd need in such a small space, the light will be all you need.  Good luck.  (:
