I haven't found anything free. You can get good deals,though. Skype offers free calls from time to time.I found this web www.pantel.us , they offer the service of voip communications installing a modem in your computer in US and one in Peru, both with same area code, so you get unlimited calling, like if you're calling local.

No you can't but you can buy cards and call through them and it's much much cheaper. I usually buy cards like "Hola Perú" from telefonica and for 20 soles (like 6 dollars) I can make calls to cell phones for upto 3 hours in total.
