No, but you can make them look smaller by wearing certain styles of shoes. For example, Paris Hilton has size 11 feet, but you would never know due to the fact that she wears heels most of the time. I'm not saying you have to wear 6 inch heels, but something in moderation will make your feet appear smaller.

Well, there is an old tradition for women in China, foot binding.

But I don't think you want to do that. You should just wear your exact shoe size or smaller foot size and get your feet used to being smaller. Also, never walk around barefeet or wear larger shoe sizes, it makes your feet bigger.

Yes.  Various kinds of bindings force the feet into a smaller space.  They adapt, to a limited extent.  The simplest is to wear shoes which are too small.  More drastic is surgery, from just cutting off the front half of each foot with an axe, to using more modern methods to break the bones, cut some off, then splice them together again.  All of these approaches sacrifice healthy, trouble-free feet, walking, running, dancing, and so on.  The only sensible reason to consider any of them is if you have cancer or gangrene in a foot.
