Is it possible to modify a dirt bike the following way?

Replace the turn-back handle throttle with a thumb triggered throttle from a 4-wheeler and bigger foot pegs and if so, how much would such a mod cost?

Why don't you just use a four-wheeler? If you want it to feel like a four-wheeler, then get a four-wheeler. Bikes are obviously too much fun for you to handle.
