Is it possible to move to australia at the age of 17?

i am currently living in spain (but im english) and would like to move to australia when i turn 17 to continue my studies.

i have no family there and would be moving with a friend that is also 17

would i be able to rent a place and get state education? i am unable to afford the private education

Higher education in Australia isn't free and students must pay tuition fees, which go towards funding their course and to support them during their studies such as University and further education in Australia, so if you can't afford private education where you are, you do need to pay your fees up front, which isn't cheap.
