Is it possible to play the UK National Lottery of you are a non-resident, but want to play using direct debit?

The UK Lottery commission does not allow you to play using direct debit if you do not have a property in your name (owned or rented, with bills coming to your name). As I am a non-resident of UK, are there any agents who accept subcriptions from non-residents?

  1. There are web sites out there that will allow you to buy UK lottery tickets for a small commission.  How many of them can be trusted to play your exact numbers for you and give you the ticket / money if you win is anybodies guess.  I'd be skeptical.
