Is it possible to process our papers here in Malaysia?

Our papers for Canada are in the Canadian Embassy in the Philippines for processing,since we are Filipinos.Now we are here in Malaysia, so is it possible to transfer the papers from the Canadian Embassy in the Philippines to the Canadian Embassy here in Malaysia?

are you visiting Malaysia? or living there? it makes a difference, if you are on vacation? you may not transfer the paper work nor the application,it must always be done from your usual residence,
