If not, what is some good software for sucking video out of a video camera and editing it?

Add more details pls - what kind of camera (=which formats it records and which output ports is has...). There is several different ways how to connect different cameras - Firewire, usb, analog video capture .... Can't help you without knowing what you have.

As for the software - you CAN do with Windows Movie Maker build into Windows. But there are better sw, like Ulead Video Studio for general video editing, or Nero vision for making DVDs and so on. I actually do like the Ulead which I've got with my Firewire card (only the version 8 I have does not work  well in Vista....). SO get newer version (there is one already Vista compatible) if you have Vista.
