Sure, you could put fins on a skimboard, but the bigger question would be why would you?  You certainly wouldn't be using it to skimboard any longer, at least not in the true sense of the sport.  But then again, I've only been doing it for 29 years along with surfing, so what do I know.  Just a hint: those who usually have to tell others how great they are at something, usually aren't.  Good luck with those fins.
