  1. Nop, you can not sorry, you can change your IP to a random one though, i have static IP so mines doesnt change when i unplug modem, so i use Smac to change my IP, google it and try it, will change your IP to a random one, gl.

  2. your ISP assigns you an IP from their "pool" of IP #'s.  Most ISP's have an option, for a small monthly fee, to be assigned a "static" IP # (ie: it won't change...it's assigned to you).  You'll have to contact your ISP and ask them about getting a static IP # (but you won't be able to pick which one you want; they'll assign it to you).  My ISP charges an extra $5/month for a static IP#

  3. Depends on what you mean by "a specific IP address".  By default Windows will grab a dynamic IP address from your ISP or from your router if you have one.  Dynamic means that there are a pool of addresses which the ISP or router control, and each time your computer boots up it asks for one and they assign whichever address in the pool they want.  Dynamic also means it can change each time you restart your computer.

On the other hand, a static IP address means that your computer will have the same IP address every single time you start your computer.  Static IP addresses are most useful at home when you want to set up rules in a firewall / router that allow certain applications to find whichever computer you want inside your network.

To actually change your IP address follow the link I quote as my source, it will step you through changing it in Windows XP.  However, they are assuming that you have a router, which you typically will have if you have any sort of high speed internet connection.

If you are a dialup user, or only have one computer in your house and it is connected directly to your DSL / Cable Internet connection, then you will need to contact your Internet provider for information on whether you have a static or dynamic IP address.  Good luck.

PS> I'm including a link to the Port Forward.com's router section, where if you have a router you can simply pick select the make / model and it will direct you to a guide that can show you how to configure most games / applications to work with port forwarding.  Hope that helps as well.
