Is it possible to take out insurance to coveragainst the price the council charge you for adopting your road ?

It's inevitable that the council will adopt yuor road at some time or another, but as far as I know they do not charge for it. No insurance is available for this as any insurance company would know they would be paying it out eventually. Adopting a road is more beneficial to you, as the council are then responsible for surfacing the road, street lighting, drains and sewers etc. Thse are things you would have to pay for if the road was un adopted.
