Feeding them will take away the fear of most birds. Give them anchovies, sardines or other small fish. Throw them to the ground near you and then slowly make them come closer to you each day for food. Remain still and don't make sudden movements while they feed. They could snatch it out of your hand in a week or two! Just be warned that gulls can get pesky once their fear is gone...
