Is it possible to turn a 4yr active and 4yr reserves to a 8yr active if i decided i was for it?

Yes, when your finished with the initial enlistment, you will get a chance to reenlist. (for the navy it is shore duty) usually you will be offered a bonus to reenlist, anywhere from $X,x*x-$x*x,x*x (last time i checked)
