Is it possible to use a birth certificate to replace I.D card?

i dont have a drivers lisence or identification card, is it possible for me to use my birth certificate and school id as proof that im 18?

Currently many states DMVs are issuing ID cards without driving privileges for identity purposes.  

Many of these states require ID to vote and are forced to supply this service or it would be found unconstitutional.

To get my ID in Florida, I needed my birth certificate and social security card.

Yes, it is possible.  Whether or not its accepted is completely different matter.
