Is it possible to use call forwarding from a cell to another cell without the first cell?

ok so one of my cell phones is broke and i need to transfer all the call to another one. Is that possible without using the broken phone?

Call your cell phone service provider and see if they can do it from their end.  Without being able to dial the call forwarding access code from your broken phone I think you are out of luck.
