Yes- but apparently if you're not fanatical about grammar and spelling- his return letters are rather nasty.

His manifesto was hand typed, was thesis length and only contained a couple of spelling, punctuation and grammar errors.

He is a genius, but unfortunately deranged and a menace.

I think you can write to anyone in prison.  Not sure where he is, but it's a federal facility.  The staff will look at all letters coming in and may censor material.
