Is it possilbe to predict the weather just by lookin in the sky or to have a good prediction about it?

If you know the area very well in terms of climate and patterns, I would think you can make a good general forecast for the first 12 to 24 forecast.  However, by using the currently available modern forecast equipment and data source, a forecaster can usually do a much better job today
