You may apply for a US visa in a country other than your home country if you can demonstrate significant ties to that country.  You should be aware, though, that the likelihood is greater that the visa will be approved if you are applying in your home country.

doubt it, Visas are given by the country of origin (so you need to be in the US to apply)
