Is it professional to send a resume to a direct contact?

I applied for a job through their organizations website, doing a little research I found the direct contact information for the person in charge of this department. Is it professional to directly contact them and email them my resume?

  2. Absolutely. I manage a business segment for my company and someone that has the ability to make that discovery and get my attention will get an interview. Searching through the resume banks on Monster and other sites is painful and a waste of my time. That behavior landed me my last 2 gigs.

    Make that contact, if they are worth  their salary they will grant you an interview.
