Is it proper to start your scooter, then sit on it with the center stand down,and take off from that position?

NO.

Over time you will tear the centrestand apart. If you can sit on the machine, then put your feet down and stand up (thereby unloading the machine), that's the safest way to retract the centrestand. Just sharply move the machine forward and the centrestand will pop up, then you can have a seat.

You could stand next to it and hold both bars, then rock it forward to retract it, but some folks drop their machines doing that (even scooters!)

To the best of my knowledge any bike that utilizes a center stand will have the rear wheel off the ground making it impossible to go anywhere but from dumb to dumber.

best technique is to :

start scooter whilst on centrestand

stand in front of scooter

rev scooter engine as high as possible

PULL scooter toward you off the stand

jump over handlebar onto seat

ride away fast
