  1. for safety reasons, I would go to Minneapolis. Definitely avoid DC and Houston can be okay if you stay out of East Houston, North East Houston, and South Houston. West Houston would be best. Boston, I don't know

  2. I think Minneapolis is the safest.  I was on vacation there in May and felt very safe.  I think Houston and Washington D.C. are the least safe.  Have been to all the cities, but never lived there.

  3. For crime, I think many cities have online maps that show crimes. I found ones for Minneapolis and Houston just by doing a search for "crime statistics" AND Minneapolis on AltaVista.com (did the same with Houston) I think any city has a certain amount of crime in all areas and probably has a certain area that has the most crime.

For prejudice, I wonder if an organization at a University might be of some help...something like Chinese Students Association or whatever ethnicity you're concerned about. Also perhaps a faith community....i.e. a Hindu temple, a mosque, a Korean Christian church, whatever fits your situation.

Perhaps you could figure out which city appeals to you the most and then check into the details of its crimes and prejudices, as well as the outlook for small businesses there.

My guess is that you can find a neighborhood or area within any of those cities that will be as safe for you as possible (crazy people and addicts desperate for money can live or travel anywhere, and there are ignorant bigots in any city too). Perhaps some people who are residents of those areas will be able to give you some guidance here at yahoo, but if not, maybe a college or faith community will be of some help for you. Try to talk to several people, as each individual will probably have his or her own opinion on these sorts of things.

Best wishes for your business wherever you end up.

  4. No racism and crime in California?  I didn't know LA had been evicted from the state.  However, you'll find Minneapolis rates high on livability if you can stand the freezing cold.  I suggest you Google "US livable cities".
