  1. You can get a separate,but limited policy for your ATV or MotorcycleHowever,any damages that occur while riding  it off road are usually not covered.Be sure to read the fine print.

Yes, I think you would be okay - the most dangerous part about bringing your ATV to Rocky Point (aka Puerto Penasco) might simply be bringing it to and from Rocky Point from Arizona or California.  At least throughout the '90s, the lack of infrastructure led to several serious accidents (including multiple fatalities) on the dirt roads leading into and around the town.  There was also some police corruption in the past, but Rocky Point has grown quickly and the increase in development has encouraged a better transportation system, etc. and better services overall.    I found an ATV site for you that says riding ATVs in Mexico is no more dangerous than anywhere in the US.  The key difference may be a lack of ambulances and hospitals close by, if you were to have an accident.  

    If you are a serious ATV rider that loves what you do, it's probably worth the risk...  Just remember that even though most Mexican insurance companies don't insure ATVs you should still check into it, and definitely get insurance for the car or truck you are using to tow it in... because car theft or accidents happen in every country in the world!
