  1. If I were anyone I would stay out of Iowa.  It's a complete mess over there.

Sorry my answer couldn't be more helpful...but Stan did indeed give you all of the information needed.

  2. see link below

If you go to iowadot.gov you will find the latest news.  this was posted 8pm today June 18th.

I-80 is open all through Iowa.  I would check again before you leave.

  3. Where ever they allow you to drive should be ok.

"...Interstate 80, Iowa’s busiest route for interstate travelers and commercial truck drivers, will be closed in eastern Iowa sometime Friday afternoon because of rapidly rising floodwaters, Iowa Department of Transportation officials said today.

Floodwaters from the Cedar River are expected to top the east- and westbound lanes of I-80 at milepost 266 in Cedar County, just west of the Iowa 38 interchange at exit 267, state officials said.

Preparations are being to close the road, which is expected to remain shut down for two to three days, officials said. Drivers are urged to avoid going through Iowa if possible.

The planned detours for through traffic are as follows.

Westbound I-80 traffic: Take the Iowa 38 exit (number 267). Go north on Iowa 38 to U.S. 30. Then go west on U.S. 30 to Cedar Rapids. Then go south on I-380 to I-80 at Coralville.

Eastbound I-80 traffic: Take the I-380 north exit at Coralville (exit 239). Go north on I-380 to U.S. 30 in Cedar Rapids. Go east on U.S. 30 to Iowa 38. Then south on Iowa 38."
