Is it safe to eat fresh-looking carrots when little white roots and green leaf start growing? Are they toxic?

Thank you for your 2 answers. I heard that we are not to eat potatoes when the buds are starting to grow because of the toxic chemicals which have been produced. I thought it would be the same for carrots. No?
