Baker Beach has a sundown curfew.

Ocean Beach parking lot closes at midnight.  

Of the three, Ocean Beach would be best; but who wants to have s*x on sand?  Ick.

Obviously, you're engaging in illegal activities. So, you're on your own when it comes to safety. If you report an attack to the SFPD and said you were having s*x in public, they'd arrest you rather than look for the perpetrator.
