Yes it's safe don't panic.  

The Balkans are generally a very safe place these days and I go there with a young family every year and have never experienced any problems at all.  

Actually there was a report by the UN recently stating that the Balkans is actually safer than Wester Europe which most people would not hestitate to visit.  You can read the details here: http://edition.cnn.com/2008/WORLD/europe...

So don't worry too much.  If you still on good terms with your ex, then you can voice these concerns and he can help to give some more info about the country, where he is taking her, what they will be doing, where she is staying, a bit about it etc etc etc.  This should help put your mind at rest even more

Yes it is very safe (much safer than most western countries in fact) and we don't border with Kosovo because KOSOVO IS SERBIAN!
