1. they really don't "mix"

2. The water will sink to the bottom of your fuel tank as water is heavier.

3. The car won't run on water, and any water that does get introduced with gas will result int he car running VERY poorly.

It is safe, but there is absolutely no reason to do it and if you have some idea that you would get better fuel economy if you did you'd be mistaken. You'll give yourself hydrolock, which can result in bent connecting rods and other expensive bits of engine damage.
