  1. 'Instant cash transfer services' or electronic wiring of money is forbidden on eBay. Intabill isn't specifically mentioned as being a banned payment method, but it seems likely that it would fall under this category. Did the seller offer other payment methods on the auction itself? If so, you have the right to demand they let you pay by one of those advertised methods.

The only method of payment you can use on eBay which offers full buyer protection is Paypal. Only if you use Paypal would you be (almost always) guaranteed a refund were the seller to fail to send you your goods or they were to turn up broken. If you pay by any other method, you lose that guarantee and would have no recompense through eBay if the above were to happen.

However, if the item is relatively low-value, the seller has very good feedback and you can potentially afford to lose the amount of money you'll be parting with, feel free to consider other methods. It's all about assessing risk. If you're buying something for hundreds of dollars from someone with only a few feedbacks, refuse any method except Paypal.
