Is it still ok to send a letter overseas, even if the edges of the stamp has been ripped off a bit?

  1. You can use it if it is only slightly damaged, but if a big hunk is gone, the post office will think you tore off a cancellation to reuse the stamp, and then they will refuse it.

  3. It's absolutely okay. A postage stamp is void only when a Post Office's seal is apparent on the surface of the stamp.

    Just make sure that enough postage is applied on your letter for proper delivery.
