  1. No.  I went in 2002 and the highest I could go was the second tier.

  4. Yes it is. Well all of the information on the website, http://www.tour-eiffel.fr/teiffel/uk/, says so (as they still have pricing for it and outline lift schedules) and my friend went up it last year!
