Is it still standard protocol for the president to sign off on military black ops like staged terror attacks?

President Kennedy had to approve Operation Northwoods, which was a military black op plan by General Lyman Lemnitzer that called for CIA or other operatives to kill innocent people and commit acts of terrorism in U.S. cities to create public support for a war against Castro-led Cuba.

Kennedy refused to sign off on this plan and fired General Lyman Lemnitzer . Is it still standard protocol for the President to approve military black ops like Operation Northwoods, Operation Mongoose, Operation Condor, Operation Cable, Splicer Operation and Garden Plot ect?

  3. Heh, come out of the survival  bunker and take off the tin foil hat....standard protocol? I doubt it. It's about as standard as any other kooky conspiracy theory out there. Just lies masqaurading as facts....
