Question:

Is it the brakes making the back tire skid out and not want to go at a stop sign?

especially on a incline or hill! My brakes have been pulsating and sometimes they aren't that bad and other times it is to the point of so bad it is annoying and frustrating. So I know the brakes need repair, what I was wondering about was, if the car is feeling like it is stuck, on a slippery surface and don't want to go and skids out is that also a brake problem? If it is then it is in the back because the brakes that pulsate are in the front and the mechanic said the front needed to be replaced, but said it was no hurry and I wouldn't lose brakes and not be able to stop. Maybe I should of last how long they'd last, since it has been a few weeks since I've had it in the shop and I wouldn't trust it to not stop and try not to go fast. Brings another question to mind. Does going down into first hurt or help when you want to slow down and stop? I was told you need to brake first or would drop the transmission. It is a automatic. I had a standard before this car and never had brake problems or repairs. Only twice in 8 years.

The pulsating is your rotors getting warped.  That can be expensive to replaced.  Ask them to grind them down a little to smooth them out.  Your tires skidding is not your actual brakes.  IF you are skidding when you're braking, then its your anti-lock system. Also, check to make sure your brake lines are colasped or folded.  IF you are skidding when taking off, your tires don't have go traction and may need to be replaced.  Maybe try slowly accelerating, don't push on the gas pedal so fast.
