  1. The person who owns the property where the tree stands, from where the branch has fallen, is responsible for removing the broken branch. He (or his property insurance) is also responsible for any damage that the branch might have caused.

That depends...If it is a branch from a tree in his yard, then yes he is responsible for the removal of it.  If it is a branch from a tree that is in someone else's yard that fell in to the backyard, then no.  That tree branch should be removed by the owner of the house that has the tree.  It is your back yard, or the landlords?  If it isn't yours, you don't have to worry about it at all, it is not your concern unless it poses a danger, or blocks your off street parking area.  We had an apartment building that had a tree on it.  During a wind storm, a branch from that tree fell in the neighbors yard that lived behind that building.  We were taken to court, and we had to pay for the removal of the large branch.
