No, it's not too late.

iguana: the brain has completed developing by around age 12. There is still some neural plasticity afterwards but nothing too great overall.

You should start on classes now though, before you move there. An English-French dictionary would be great too.

No, there is no limit of time to move and/or learn other languages. And 18 is not old, it's young. It's easier to move at 18  with fery few things that keep you home than at 28, 38, 48 years old when you have a steady job with retirement plans, an house  with a wife and childrens.
