Is it too hard to enroll in uni in Japan for anime?

I want to study in Japan on anime or graphic design but the admission requirements are too much? Is it really that hard?

In order to study with regular students, you need to pass the JLPT at level 2. Some schools want level 1, but most take level 2. This test is offered on the first Sunday in December.

You can, however, do an exchange where you'll take your classes in English and extensive Japanese language classes. But, other than that, apply for an "international university". Those cater towards foreign students, and you'll have a better chance of being excepted, especially if you go through an American university.
